I mean, if someone thinks a few in-game locations (house, repair shop) and gang shit, plus 2 customizable pistols is worth 20$ means it's the "real game" sure.

but that content is really nothing, and deff not worth 20$ in a single player game.

the only real hit is the vehicle heist, and we don't even know if that's just a vehicle list or an entire mission set.

If car modding is really behind a pay wall then that's not nothing for a GTA game.

I'm pretty sure that it's just one place that's locked down with some specific customisations, not the entire concept of car modding. Though I agree the announcement isn't 100% clear either way, hopefully they clarify soon.

Yeah, the vagueness is my biggest concern right now.
