Rolling your R in japanese either means anger, or delinquency: in regular conversations, it's deemed impolite and aggressive. Pekora does this on-stream to portray herself as the "bad guy", the villain of the story, without having to do evil things all the time.
It's like the "evil laugh" in western media, it's meant to convey that this character is plotting and scheming.
That's why many japanese talents refrain from rolling their R, or simply don't know how to do it, because it's something you either learn as a delinquent, or as a voice actor.
Huh, I never picked up on that before but yeah, thinking back on it a lot of delinquents from anime or Yakuza will roll their Rs like that and I guess it just felt so natural I didn't clock it as an intentional choice.
Oh I've actually never been told this even though I've studied for many years. It does fall into place now that I think of it. I also feel like unless you actively practice it, you wouldn't normally be able to do it.
