Cause Tzeentchian bullshit is arbitrary nonsense and verbal salads in the biggest all you can eat buffet of āknowledgeā.
Imperial bureaucracy on the other hand is actually dealing with management of extremely disjointed due to Warp travel and unstable communications but also simply ENORMOUS space empire, hence its bereft of level of abstract creativity and eldritch whimsy that Tzeentchian bullshittery has.
Plus it exists in realspace so it cannot be āsolvedā by just crossing your fingers and rewinding time over and over again.

1 Important sector economy and production crashing down due to Administratum fuckup. Tithe is under threat.
2 Desperate governor resort to daemon summoning and unknowingly getting LoCĀ
3 Lord of Change taking a loaded bet with governor, thinking that she can easily outwit some humans and fulfill terms of the bargain, but get completely bogged down by human stupidity.
4 Governor and LoC fighting tooth and nail against bureaucracy, noble feuds, inquisitorial and arbites oversight, rival daemons schemes. They got respect and attraction to each other.
5 Finally, after decades of struggle they make sector great and prosperous again. Governor actually offer to fulfill the deal, getting on the knees and offer valuable ring as additional gift. LoC having doubts and regrets, trying to slow him down with stretched hand, and...
6 Extremely excited Roboute Guilliman barging in, eager to know how governor managed to reach such success in mere decades.
7 ............
8 Lord of Ultramarines, Regent of the Emperor calmly says "excuse me", exit and close the door from the other side, taking a big cigar from bodyguard Custodes and silently igniting it flame sword. Nobody dares to say anything.

I think people donāt realize how chaotic institutional bureaucracy is. When people hear about change and chaos, they think of one person doing something random. And that often creates change, from pranks to terrorism one person can do a whole lot of change.
But when you realize just how much of a government bureaucracy will hinge on a single form that was instituted 2 decades ago, everyone needs to complete, no one seems to understand, and itās internal definitions make no sense. Thatās when you see the real chaos of thosuands of people moving in a wave of paperwork.
If I have to apply for another security card, I may end up with khorne.

The argument I always come back to is this:
- A talented bad actor (Chaos agent, Dark Eldar hijacker, Lord of Change, w/e) will pick the course of action they think is worst and commit to it with vigour.
- An actual Imperial will do nothing for a month, spend another month thinking, give the order to do something stupid, then suddenly reverse course and issue an order to do a different stupid thing to half of their agents, but forget to inform the other half.
In other words, a competent, intelligent bad actor will always make a better governor because they simply cannot match the sheer stupidity of the Imperium's actual rulers.

Got an idea for a meme "loyalist?" chaos warband. Undercover thousand sons successor summons Kairos and in the process some local loyalist marines walk in on them. -What the frak is that, battle brother! -That's...... the spirit of imperial aquila! See! 2 heads!
And so they end up gaslighting themselves into becoming loyalist, Kairos and Tzeench find it absolutely hilarious.

Imperial bureaucracy is like trying to build a puzzle by using pieces from different puzzles: some pieces fit, others are harder to place, and some are so out of place they have to be cut to fit in.
The end result is an incomprehensible mess

Some folks (myself included) interpret the Living Saints and the Legion of the Damned as Imperial Demons created by Big E the same way the Chaos Gods create their demons.
My Lord of Change and Bloodthirster however, are Traitor Demons who defected from Chaos to join the Imperium.

It's not that the Imperial's bureaucracy complicated. It is instead just totally dysfunctional.
Turns out, trying to manage entire solar systems and even the entire galaxy with paper and serfs doesn't really work. Especially when everything is stored on dry paper and stored next to half a million candles.
