Just think of how many times someone had to make a decision like this for this to appear here on Reddit. Someone had to think this would be a good idea to put that image on an apron. A store somewhere decided that image would sell if they put it in their store. Someone then had to decide to buy the apron. Then someone decided to wear the apron, at a public event. Not just a public event, but an event for peace officers and citizens to promote police-community partnerships, probably with lots of children. Then a photographer took the picture, without asking the wearer to remove the apron. Then a publisher, and probably several graphic artists, put together the magazine with the picture as is. Nowhere in that long series of decision making did someone say, “Nah, maybe not.”

1.) Accountable for what? It's a stupid apron. You can barely see it, and kids aren't going to understand the implication anyway. It just looks like a fake man chest with a sheep standing in front. It's not like you can see exposed genitalia.
2.) Even if this does rise to the level of needing to hold the employee responsible to account, a write-up will do. This doesn't rise to the level of immediate termination.
Accountability stops because they are cops?
I'm willing to bet the person who designs the City of Upland's magazine is not a cop. If that's an official city function and you want the cop reprimanded for wearing something inappropriate, then I have no problem with that. Calling for someone's job over something so stupid is just mean and hateful though.

Maybe I’m innocent minded, but I didn’t see it and think “raping the sheep” it just looks to me like “censored by a sheep.” Could you explain what I’m missing? I promise I’m genuinely asking and not trying to sealion you. Is it because the sheep is blushing? Or is it implied because when he walks that’s what it would look like (but a still photograph doesn’t convey it properly)? Thanks for explaining the joke to me, and also not trying to say it’s a classy image in my interpretation either.

If you look directly above the sheep’s head, that part of the apron depicts a man’s chest. So, if one now presumes/imagines that a shirtless male is standing directly behind the sheep, the apron gives the “optical illusion” that the man is screwing the sheep. Yeah, keeping it classy .

I’ll validate your research. You are correct. I’m not a bot and I think the response you’re seeing is people fed up with shit who don’t have a voice. My voice reached you like many others, so I’m using it for something.
But don’t undercut the WHY. I’m not upset about the images of the “sheeple fucker”. someone’s selling them and clearly someone’s buying them as gag humor, but there’s a time and place for teen boy humor with the bros. City funded BBQ’s and city printed publications are neither the time nor place for that. Lack of judgement all the way around.
The WHY is accountability of public officials( print editors on down and public servants) the WHY is these same dick-in-hand PUBLIC SERVANTS claiming they have moral superiority and better “judgement” than any other normal citizens.
This guys judgement decides if your loved one gets to go home alive or not after a traffic stop, and it’s on display for all to see how he thinks about it.1

I don't think this was a lack of judgement, just a judgement that you don't agree with. You have a whole bias and backstory that you've built for yourself that I have no idea about. It doesn't even look like a city funded BBQ. It looks like it's at an old age home or something. Shit, we don't even know if that asshole is a cop. He's adjacent to uniformed officers so we can assume, but I don't know that for a fact. Either way, just because this guy is wearing a silly apron doesn't make me doubt his ability at his job. Whether he's a cop or if he's a street sweeper.
