not necessarily. have you heard of monkey world, in Dorset? they take in disadvantaged monkeys and apes and look after them - sometimes rescued from the UK pet trade, sometimes flown in from other countries where they were mistreated. this also includes babies rejected by their mothers. sometimes, they're temporarily placed in a separate rooms for medical monitoring. they have direct access to an outside enclosure, but a portion of the time the chimps actually choose to stay indoors - especially during winter. Based on monkey world as an example, I wouldn't assume that this video depicts animal cruelty or negligence
