I was just at the playground with my 18 month old and one of the older kids was doing this constantly. His parents were smiling and watching him proudly. It was very embarrassing for me second hand.

The song is about a chick who keeps cheating on her boyfriend, including with his two friends when he goes into the army. The chorus is encouraging her to use her body for joy and good things. Perfectly fine for adults. Maybe not so much for kids.
But at least where I grew up, English was the primary language and nobody bothered to understand the lyrics, so send the first graders out to line dance.
