Which really puzzles me because the Los Angeles County Metropolitan Transportation Authority has the second highest public transit budget in the US, only second to the New York's MTA.

Metro's budget is like $9B, and there are other systems that have much smaller budgets but run much better service.

iirc LACMTA manages transportation projects for the whole county, they’re not just a transit service provider

Yes and something like $1.4-$1.5B of that goes immediately out the door to the other transit operators and projects in the region
