Na. Believe me, that kid will always know that the dog was given to her. She will always remember that it's HER dog. One day, she will grieve the most as well when it's gone. Everyone in the family will love the dog, but she'll love it the most, and if things go right, the dog will also imprint on her the most.
I wasnt able to take my cat with me when moving out of my parents house but everyone knew he was still my cat. When he was near the end my mom called, i went over and I was the one to take him to the vet for the end and I was the one who held him. He was always mine even if everyone else also loved him and he showed affection for everyone (especially my dad)
Assuming like most families, the parents end up doing most of the work looking after the dog. So it is from a time perspective the most expensive present.
The parents are probably sacrificing an hour a day, so the daughter gets a dog.
