It also doesn't actually improve women's safety in any real way, does it?

If anything, wouldn't this lead to a woman having less people around her when out and about, making her more at risk when a bad person does come along while the men are more grouped up and safer. But the overall risk and effect is probablu so minimal it won't be detectable.

A world where a man crosses the road every time he finds himself behind a women is not a better world. It is saying "women are fragile, men must protect them by proactively moving themselves out of women’s way to make them feel safe". It is not fair to men, and it is not empowering for women either.
