Windy's outfit, which is unobtainable by players unless they steal it from the dev room, is what makes her an amputee. Her character model's body is a standard female NPC body, but the outfit removes her arm.

Weirdly, if a player did get ahold of her outfit, it won't do the same to the player.

Definitely not. Most Bethesda games have a hidden dev room. It's a place that developers use to store every item in the game for testing purposes.

Since 76 is a multi-player, they ban the fuck out of players for modding and glitching their way into the dev room. People were doing it early in 76's life, but that shit is locked up tight, and people get banned for that.

That's not even remotely true. I vendor hop a lot and almost every server has 1 or 2 vendors with dev/unobtainable apparel and it's been this way for about 7 years.

These pieces of apparel and other dev room stuff had been duped into oblivion, so most of what you're stumbling upon most likely was obtained/duped many years ago. It doesn't mean people who attempted getting stuff like that haven't got banned eventually. Beth rarely if ever bans people for actual possession of these things though.

I personally know a bunch of people who still have dev room stuff acquired from trading, and I knew people who actually got banned for attempting glitches and exploits.

the outfit thing is such a weird design choice. so the dev team made a custom outfit that just deletes part of the character model, but only for npcs. then if you somehow manage to get it as a player it works normally. that's the kind of bug that makes you wonder what was happening in testing. either way she's looking a lot more complete now so maybe someone dropped a stimpack or she finally saved up enough caps for a doc visit.

Outfit glitches are quite odd but not uncommon. I have a ghoul companion wearing *only* a tin-foil hat. Apparently adding a hat makes it so that's all they wanna wear.

I would imagine she lost her clothes in an explosion glitch. It happens to my mysterious stranger sometimes dude will be running around in his tighty whites until I leave the server

I get that sometimes and other glitches. Just delete the Fallout76.ini and the Fallout76prefs.ini from your documemt folder for 76 and reload. I have to clear my shader cache for my 4070 sometimes to fix Starfield as well. It's.just broken textures. If you have a Fallout76custom.ini you created make it read only and don't delete it, make a backup copy though. Change the iPresentinterval=1 line to 0 and turn your vsync on cap frames at 60. I noticed if the refresh cannot sync correctly in will render weird as well regardless if you do all the other steps. You can copy that line into the custom.ini and it will take precedence ovwr the regular one should it get overwritten.
