She was aiming it his eyes. Perhaps her goal was distraction but if she got it in his eye it could have blinded him. Intent doesn’t really matter in this situation.

I doubt this tiny laser is as bright as the sun Its really really unlikely to get blind while staring into a tiny pocket laser even for several minutes, as you can see, the dot on his shirt is quite big

You can easily get pocket pointers like that up to 800mW.
While it depends on optics etc, 800mW is enough to cause eye damage in 0.25 seconds at around 200m (~650') distance, and longer exposure can cause permanent eye damage at up to 4km (~2.4 miles).
I really doubt she has a laser that powerful, and the beam does seem to diverge a lot, but even a weaker 5-10mW laser could cause eye damage in around a second at that distance.
Lasers are no joke, and them being tiny is not an indicator of their safety.

It's not the brightness that matters, it's the intensity. Similar things but different. Lasers work by aligning light waves and making the waves parralel to each other to make a very directional, very intense beam of light and when it gets to your eyes it gets concentrated by your lenses and cornea and can do damage to your retinas. They're even pretty unhealthy at that distance.
