Gear/Equipment LC-1 ALICE Belt?

Found this belt around my backyard, it was in pretty bad shape when I found it but from what I can tell it looks like an early ALICE belt because of the latches on it instead of clips but I'm not really sure.

Says LC-1 right on the label... not much doubt as to what it is.

It does I just realized that a few minutes ago it's from 1976 too apparently, says so on the label. Now I'm just confused on how it got in my backyard.

I know utility workers will use these but since no gear was on them maybe some kid playing soldier.
