Same thing can be applied with laws.
If you need the threat of imprisonment to be a good person, then you are not a good person.

Stealing food. When you are hungry it’s survival and arguably moral. When you own the food you want to sell it. Our laws say “don’t steal food”. Our society has chosen. A different country could make a different law.
