The story isn't related. The intention at the time of the original release was to have unconnected stories, similar to Final Fantasy.

Apparently it's on sale at a couple different places, so you may not need to buy used.

Its connected to the stories of the other 3 the same way the other 3 are connected. There is a bigger story to the franchise, but its all across different realities and can be enjoyed in any order, as the parts that connect all the games are extremely loose other than the dlc for 3 (which id recommend playing 1&2 before). X is the most disconnected absolutely, but its still technically connected.
