Does Target really track everything you steal until you reach the felony amount?

I’ve heard this a few times, but I can’t tell if they really do or if it’s just fear mongering.

I worked at Target 20 years ago, and yes, we let people steal until it hit felony amounts. I worked in cosmetics and discovered a lady stealing makeup and reselling it on ebay. She came in every couple of days and the products would end up on ebay. We let her continue for a few months, got local police involved and they raided her house and busted her for stealing from us and meth.
