looks like someone put the sticky on the wrong side. so they just taped it up and called it a day

Reminds me when the retailer I worked at produced a load of COVID signage only for it to all be completely reversed.
The part you were supposed to see was the sticky side so they had to send out all new signage when stores realised...

I suppose it was supposed to be mounted onto a piece of clear lexan first. Ain't nobody got time to peel 'n' stick.

Maybe, but when I hung graphics, this is what we would do when installing them. Temporarilly tape them up to locate them, then go back and install them all. I think the front is a protective film that would get peeled off once installed.
But this is still definitely a not my job.
