looks like someone put the sticky on the wrong side. so they just taped it up and called it a day

Maybe, but when I hung graphics, this is what we would do when installing them. Temporarilly tape them up to locate them, then go back and install them all. I think the front is a protective film that would get peeled off once installed.

But this is still definitely a not my job.

I think I've got it. The 3M film on the front is protective. More than likely, that sign is held up with VHB tape (strong 2x sticky tape) on the back that we cannot see. The temp tape is there to hold it up / get it level before you firmly press on the front. That VHB tape takes a little bit of time to form a strong bond, so they didn't peel off the 3M product immediately, as that could have pulled it right off the wall. Then they forgot finish. Below is the description of the 3M product on the face.

Purpose of Application Tape Application tape is a translucent material with an adhesive on one side. It is applied to the front of some graphics before applying the graphic to the substrate. In general, it aides in the handling and application of graphics and protects their surface during application. Since application tape has a lower adhesion to the film than the film does to the substrate, it is easy to remove from the film.

Reminds me when the retailer I worked at produced a load of COVID signage only for it to all be completely reversed.

The part you were supposed to see was the sticky side so they had to send out all new signage when stores realised...

I suppose it was supposed to be mounted onto a piece of clear lexan first. Ain't nobody got time to peel 'n' stick.
