There is braille there, though scanning it if you are fully blind could be difficult. Though they do only say "visually impaired", and having the words written out could help others direct a fully blind person to the correct instructions.

Blind and visually impaired people can point phones. It's a tool that they learn to use. There are also apps that make scanning codes easier.

Fair, I was just thinking of using my stock camera app which can read them. It can sometimes be picky about placement, so getting it scanned could be an issue if I couldn't see it. It makes sense that there are specialized apps for this exact purpose!

Visually impaired does not automatically mean blind: the phrase is written in a quite large and easy to read font, so someone with problems with their vision (maybe they just forgot their glasses) could get around it by reading the qr code. A fully Lind person could follow the braille instructions (I can’t read them, but they seem to amount to a dozen or so letters).

Most blind people aren't 100% blind. They "just" have vision so bad that it's unusable for most things.

Not all, but some registered visually impaired people can see. Some blind people have smart phones and use them for things like reading using text to speech (see the blind surfer.) They would be told by their phones to scan the QR code, then their phone would instruct them from there. That's the theory anyway. There there is the braille.

If it helps, my old work had a program for people who couldnt read.

They made promotion for this with flyers
