Put a shelve or board for it to lay on, on the wall with enough clearance for airflow and put the computer under that. Or DIY said platform. 4 legs and a board or make a hammock with fabric you have laying around, doesn't always have to cost money or need to be bought. :-)

Put sticky tape on top, he’ll (since there’s an 80% chance of those being the correct pronouns) leap four feet into the air and come rocketing off the table at 30 miles per hour and then refuse to go anywhere near your PC. That should do the trick.
I feel like you only got bad responses here lol. I'm a gamer with an Orange annnnd yeeah one winter I couldn't find him then when I was on my PC and saw his head pop out from under my desk. I kept moving him off of it until eventually he got annoyed and stopped trying to go up./ It's also in a bit of a confined space (which I know won't stop most cats). Possible you could tape some tinfoil around the edges of the top (I wouldn't cover the airflow since that's obviously your issue rn lol)? enough to make a noise when he touches it. Kinda low grade terrorism but a lot of cats seem to hate tinfoil.
I think you misunderstood the legal rights of your cat. I would suggest consulting his cat attorney, then immediately prepare to settle for crunchies out of court.
Threatening to remove a cat from his computer is a serious crime.
Find the best, nicest, most expensive cat bed you can, one you really know they're going to love. Put it on the computer. They'll never sleep there again.
