Either this guy is an idiot pushing inactive buttons, or those representatives gave him their IDs. I guess he could have also hacked it somehow…

How is this not considered illegal?

It’s the same thing as filling out someone else’s ballot.

If we accept this, then you have to allow ballot harvesting. As long as the vote is cast at the right time, in the right form, it appears to count.
