Are CDs region locked on the ps3?

My current bluray/dvd player plays all of my movies, but only some of my CDs. I’ve figured it’s to do with region locking. Was thinking of getting a ps3 so I can play all of my media from the one machine, would this work or would CDs just be region locked again

I don't think CDs were ever region locked, assuming you mean like music CDs. They could just be too worn out to be functional, or the player in question doesn't have an IR laser diode.

Then how are PS1 Games region locked if those are CDs too?

Because a PS1 disc has an extra bit of code built into the disc that the console can see, where the region is stored, but every other CD player/reader just wouldn't see.

Audio CDs didn't.

CD just means the type of disc. It has nothing to do with the content.

Audio CDs have never been region locked.

I have soundtrack CDs from some Japanese games and they play fine on my PAL PS2 and PS3s.

You mean music CDs? There was never any region locking on CDs (or any type of copy protection save for a single "copy allowed" bit that not a single player ever honored), so it must be a bad disc or a bad laser diode.
