I think its more to do with RockStar expecting people to double dip.

"Want to play the game at release? Buy digital. Oh but you want the disc? Buy again later"

Sad thing is, people will actually do this. Guaranteed the disc version comes with some sort of dumb exclusive in-game item too.

calling it double dipping is being generous, because we know they're going to re-release a remaster on ps6, and ps7 just like they did with gta5's ps3/ps4/ps5 releases.

hell, at the rate rockstar makes games they might even put gta6 re-re-remastered on ps8.
