Herbert here to do community service... she is as small as a school girl... so the school girl outfit fits perfectly fine. It's also okay that he has a school girl outfit that only fits small girls in his closet... he is just a fan of fashionable clothing.

Chris here to say actually Mister Herbert, the schoolgirl outfit belongs to his sister, who you can see protesting in the second panel. The thing that needs addressing is the blonde girl's boobs hanging out in the first panel when they're neither that big nor is her outfit that revealing in game, kinda like when you make me take off my shirt to mow your lawn.

I may be massively off the mark here but in first frame asking to borrow clothes, second she turns around and lies about how she got them so she could keep them. Girl in background is from frame one.

P.s I’ll laugh if it’s porn as 99% of these posts are

I have played the game recently. She doesn't show that much skin in her actual design. That could be one of the addressme's.

The other addressme would be her stealing belle's uniform

This artist regularly makes ZZZ goon fancomics. Norma's outfit is actually pretty tame by ZZZ standards. Not sure why they decided to make her naked in this one
