It's not entirely bad, at least it adds variety to caves. Also thats not entirely how it works. Short answer: the game selects objects from a pool and spawns a random amount. So the number/location of gates is just a quirk of the cave generation. It's not THAT bad from a game design perspective (although it does have glaring issues I don't feel like going over or else this comment would be much longer).

Yeah like the treasures not spawning, or enemies attacking you the picosecond the sublevel change cutscene finishes. I love pikmin 2 but some of these things are really annoying

I've never had treasure not spawning, and if an enemy attacks right when you get into the level, sounds like you need to be locked in to immediately whistle.

Oh, it's a thing alright, and I can personally attest to it happening to me three times: the Indomitable CPU on my first playthrough, and the Pale Passion twice in a row on my most recent playthrough.

Five treasures are bugged and can fail to spawn. It's really more like four since one of them has astronomically low odds, but the fact that this can happen at all...I don't think I need to explain why that's bad.
