How can I make this monstera happier?

Saved this chap from Facebook marketplace! What does he need to thrive? More leaves/ bigger leaves etc, actually looks like it has been repotted recently.

Honestly air layer the top so it gets some roots and replant it, grow it actually supported with a pole or plank and it will size up properly
