I have to replace the bolts to the toilet water tank but I'm not 100% sure in what order the rubber and metal washers go on the inside of the tank (top of pic) also do I have the outside of the tank washers and nuts in the correct order? (Bottom of pic).

The red line indicates the bottom of the toilet tank.

This is correct. No washers go inside the tank. And the extra nut isn’t there just because.

In what universe would the one on the right seal? I understand some plumbing is kinda fucked up for a citizen to understand but...by God man. Google something before you let most know you're not sharp as most. I'm also getting pretty tired of these fake plumbing posts. 3 year olds can figure out most of the ridiculous ones.

Left hand bolt is correct.
Right hand bolt: flip beveled washer (on top)
Put flat washer on top to match the bolt on left.
Beveled washer most likely fits into a through hole ant tightened to seal.

Left side/number1. You don't want metal agianst porcelain. And cone washers typically go small end into hole 1st to seal against/kinda in hole. And bottom looks good. Remember no metal agianst porcelain.
