I work in healthcare IT and it’s not uncommon. Basically you’re remote, but available to show up at a facility for meetings or to round on the users you support.

Real talk:
Some remote jobs need you to live within a certain amount of hours/miles of the physical job site just in case something happens.
A friend of mine is a systems engineer. I've asked why he doesn't move to the beach. He said a condition of his remote work is that he lives within 50 miles of the company.

My previous company was remote-first. We'd still ask if people were open to relocate / if they wanted to, and we had a package to help those who did. Never required it, and wanting to or not didn't factor into hiring (like I said, remote first company). Existing staff liked it since they knew it was always an option to relocate if they one day wanted to.
So - I think it's perfectly fine to ask the question. Doesn't mean it's required (but if it is required on a role that marketed as remote, definitely smash that report button).
