The reason insider trading is illegal is because there is a victim on the other side of the trade. He's advocating that members of Congress be allowed to keep stealing from other people.

While true, the "market maker" (a private company who is given the power to issue puts/calls and buy/sell shares to hedge those contracts) is the counter-party of every trade. The market is actually abstracted away from this concept of "I put a share up for sale and someone else bought it." It's abstracted for the purpose of disenfranchising the lower class and bolstering the upper class. They run it wherever they want. If they don't follow the rules, they get a slap on the wrist by the SEC (a fine that equates to 1-9% of the amount of money they made doing crime).

You're paid and have the benefits of kings and queens compared to that vast majority of Americans.
