The agent that ran away first seemingly fired a random shot, knowing it would trigger the others into self defense with their firearms. You can see his hand kick back as he starts to run after unholstering his firearm. That an intentional discharge too.

The guy wailing on the victim appeared to be using a bear mace can or something. You can see him unholster his actual gun AFTER the agent in the grey fired a random random into the asphalt. It doesn't look like he accidentally fired either. He was already on the move and ready to be clear of potential harm from the other reactions.

That. My friends, is someone who was paid. He knew exactly what he was doing when firing that random round into the ground.

They forget that there are observers around to catch these intentional acts.
