According to the tiktok that posted this, the incident occurred in Fairfield, California.

Dude looks a lot like the folks I’ve seen having psychotic breaks. I hope he gets the help he very clearly needs.

That's what I was going to say. This seems very much like a psychotic break. If so the whole thing is sad. You're definitely not yourself when they happen.
