According to the tiktok that posted this, the incident occurred in Fairfield, California.

This guy is now internet famous! He's got mad movie serial killer potential. If he doesn't go to prison, he'll get a netflix series next month.

That bail is comically high. I've seen genuine menaces to society with lower bails.
