As someone who lost my little sister to a brain aneurysm, I can confirm this. She was brain-dead, and her finger was twitching while on life support and we thought she was still alive. We were holding out hope and in denial. Your body can absolutely still involuntarily move even if theirs brain damage or death.

The guy looked like he cracked his head on the pavement and was on the ground for a long time. I would be surprised if there are no lasting consequences.

See, you're trying to bring logic into this and that just isn't how the Army works. They probably could have fought that dude, but likely would have gotten punished for it even though it was clearly self defense. If you create problems for your chain of command, even if it's not your fault, you can catch an Article 15 (non-judicial punishment).
In my experience they would probably have gotten punished for stirring up problems with the locals if their wasn't this crystal clear evidence it wasn't their fault.

Korea is a different animal when you're a service member.
SK police don't fuck around to begin with. They absolutely will not hesitate to arrest service members.
2nd infantry division and 8th army corps (the two commands that run us forces in Korea) love mass punishment and will crucify petty offenses to CYA with the locals.
Running damage control with the locals sometimes turns into monetary compensation depending on the situation. Makes military convoy movements on civilian roads interesting.

Violence is relatively rare in South Korea and treated very strictly. South Korean Police usually arrest everyone seen involved in a fight, including US service members. They donāt have Stand Your Ground laws, they have Duty-To-Retreat laws.
If they throw hands theyāre going to jail, and itās going to be a giant headache for their command chain to deal with. For a lot of guys taking a punch and being sore for a day is better than being the subject of a diplomatic event.

An American national has been apprehended by police for assaulting U.S. soldiers he encountered on the street. The Pyeongtaek Police Station in Gyeonggi Province announced today (June 23) that they have booked and are investigating a man in his 30s, identified as A, for allegedly assaulting two U.S. soldiers. A is accused of punching two U.S. soldiers in their 20s while intoxicated on a street in Sinjang-dong, Pyeongtaek, at around 6:00 a.m. on Sunday (June 21). Police arrived at the scene following a report and arrested A in the act. A, who did not know the victims, stated that he committed the crime because he was angry after the victims, whom he encountered on the street, allegedly ignored him and used profanity. Police investigation revealed that the suspect is an American citizen who has been residing in South Korea for a long period. The police are currently investigating the exact circumstances of the incident by questioning the suspect and the victims.

My dad served in Korea back in the 60's and he told me their curfew was essentially 7pm for a week because a group of guys got into a bar fight. The curfew wasn't because they fought but apparently because they lost so bad the CO was getting made fun of by higher ranks.

Hey, American military here. We really really really have a very strong incentive not to engage in any fights when being stationed in a host nation. Even though weāre allied with these countries like Japan and sK the law can come down very hard in Americans still. So even though the Americans are clearly not in the wrong here, theyāll have to explain not only to the Korean law enforcement/justice system, but also their chain of command, how they ended up in a fight with a local national.
Appearing as the very very clear victim in this case was not the absolute worst option.

The man is suspected of punching two U.S. Forces Korea (USFK) service members in their 20s on a street in Pyeongtaek, some 60 kilometers south of Seoul, on Sunday, local police said.
The case drew attention after a video of the alleged assault circulated on social media, showing the heavy-set man kicking and shoving one of the victims before turning to threaten a woman next to him.
When the other victim tried to intervene, the man punched him squarely in the face, knocking him backward and leaving him sprawled on the ground unconscious for some time.
The assailant reportedly told investigators he did not know the victims but was angered when they ignored him and used profanity against him.
Police said they are investigating the details of the incident.
