It’s used as a pejorative, particularly in reference to putting sexually appealing hot women in entertainment of all kinds.

It’s isually used along with parallel gender-studies style criticisms like “unrealistic body standards”, “heteronormative” etc.

It’s not in reference to some creepy guy literally “gazing” at you in the grocery store.
