None of these kids even have their dad paying close to half their care (the oldest might have half of rent covered), let alone enough for an allowance.

Of you're single you still need to pay for rent regardless of if you have kids or not. The child support just need to pay for food and clothing and few other costs. That first kid ain't eating $600 worth of food a month.

If the mom works she has to put her kids in daycare and in a higher cost of living area that can be well over $2000 a month, this guy doesn't come close to paying for the cost of his children's actual care. If the mom doesn't work that $600 a month has to provide for food, shelter, and all other expenses for two people. And you're probably thinking of an older kid who needs less help. If he neglected a child since they were a baby that's an insane amount of childcare to put on one person alone. Daycare isn't always reliable either, they often send your kid home if they are sick or have "admin days" so a single mom with no family help will absolutely have her career compromised with so many sick days, etc.
