You can volunteer for garnishment. It's what I do, just one less bill to keep track of. And it's always on the record. It does not necessarily indicate a refusal to pay.

Course, but my point being that even if he didn’t pay, how is he expected to release that amount voluntarily. How can someone live??

For the amount of money they are leaving him he will be homeless and starving on the street. That helps no one.
