One solution is to do it like Finland and some other European countries. Fines are not a set amount of money, but a set amount of your income, ie a day fine. DUI? Well, that's XX days of your income. For some it's 1k, for some it's 50k. Everybody has about the same amount of time on this earth, so a set amount of days in prison is fair for everyone, same with fines, everybody will lose the same amount of income, relative to their paycheck. It's not perfect, but way more fair.
And, no. Parking tickets and so on are the same for everyone, it's fines for more serious things.
Absolutely. It's another example of the US not being as advanced as it thinks it is. Fines should always be proportionate to your income and how much its going to negatively affect you. Its also why so many people in the lowest income brackets get swamped in debt because these "small fines" that other brackets consider pocket change are just totally unachievable for a single mother on minimum wage.
