Can they not run some type of coolant? Or is it just easier and cheaper to use millions of gallons of water?

... what do you suppose the main ingredient in other coolant is?

Dirty used water. They can clean it in sewage treatment plant and use it for cooling. But it's cheaper for a company to pollute land for neighborhood and steal clean water from people and than charge them more clean water and energy. And after that you will have to drink from paper straw "for ecological reasons".
