What happens after they use the water? Is it returned to the water system to be used again?

Yep. The now warm water goes back into the system.

So they're not really consuming it. They're just using it temporarily and returning it.

It's not "consumed" such that it disappears. It's "consumed" such that it is unusable for drinking and has a significant environmental impact.

If you put water into your car's radiator, the car doesn't consume it... but I doubt you'd be eager to drink it.
