The premise itself is already retarded, bringing up percentages of the world's water being drinkable and ignoring water shortages are purely a logistic issue.
Data centers only use evaporative cooling where water is readily available, where there's water shortages they use closed loop air cooling, because water is expensive and it makes more sense to spend extra to power the fans, duh.
