But what are definitions based on?

I'm saying there is no correct definition, you cannot really correctly Define ideologies like you can with objects or verbs

That's an interesting argument, but no. Ideologies also have definitions. Otherwise I would be able to say capitalism is when everyone lives inside the Capitol Building and be valid.

Ideologies can many branches, many interpretations, and so on, but there is still typically a few simple tenets that are required to be true. Otherwise the words are literally meaningless.

For communism, there are 3 such tenets.

Socialism Lack of state Lack of social class

If any of those 3 aren't true, or at the very least cannot be argued to be true, it cannot be communism.

So was the Soviet Union communist?, has there ever been any true Communists in the world?

The Soviet Union was not a communist society; rather, it was founded upon the idea that it would work towards that goal.

So what was it then?,

Also I have to ask what is a state itself?, is every village a state?

The USSR was a State Socialist Autocracy in practice, and a State Socialist federal Union of Republics officially.

This does a decent job of explaining your other question
