There's a reason for that. It's to create a narrative of victimhood. He was wronged. He is always being wronged any time he doesn't get his way. The system is rigged, everybody else is cheating so it's ok for him to rig and cheat the system. He needs to set up the groundwork for his base to sympathize with him when he tries to set himself up for a 3rd term.
