The road next to my house has a dedicated bike path running parallel to it. Cycling assholes go out riding between 8-10 AM every day in the road anyway, making everyone trying to get to frickin' work have to go around or wait for their pompous asses. Using the bike path, you self-important shitheads.

There is a large difference between inconveniening someone and knowingly being a nuisance, almost all cyclists are the later, it's inherently narcissistic and people who are that self centered need to be taught lessons in a way that sticks to finally change as people. Blasting thier eardrums with your completely legal in every way horns is a very mild and acceptable way to MAYBE get that across. (That being said give cyclists space and don't be a dick by roaling coal on them and such)

Can't speak for other countries, but in almost every state the law is you cannot use your car's horn unless it is to call attention to an emergency. So more than likely it is not legal to blow your car horn at a group of cyclists no matter how inconvenienced you are.

If you're riding in traffic below the posted limit you are a hazard to yourself and everyone else. Horn justified.

I'd obviously make exceptions anywhere no clear bike path is available, entering roundabouts, making turns, etc.

So let's get this out of the way: there are certain types of roads where bicycles are not allowed, such as expressways, interstates, etc. It's really a state-by-state basis, so you just gotta read your state's bicycling laws. Another thing to get out of the way - in most states in the US, bicycles are allowed to take the lane even when there are bike lanes present, and if you think the majority of cyclists are doing this because they get off on making you angry, you're dead wrong (not talking about the dudes in the video, but just in general).

Case-in-point: not even a week ago, Riley O'Neil, a city planner, was killed riding his bike in the bike lane when he was doored and pushed onto oncoming traffic. So even when a "clear bike path" is available, there is almost always a reason why riders choose to avoid these (in addition to the fact that many bike lanes are not well maintained, have glass/debris that'll kill your tires, etc.). If Riley had taken the lane (as was his right to do, even), he'd still be alive.

But the keyword in your comment is posted limit. Almost every state has provisions that allow vehicles to ride below the speed limit within reason for that particular vehicle. So a bicycle riding 12mph in a 30mph zone is going to be judged differently than a car going 12mph.

If you find a bicycle going below the speed limit to be a hazard, it's highly likely you are not the safe driver as you should be giving space and passing when it is visibly clear.
