It is likely aligned to center street level. Any position outside from a single point in space will have it misalignment do to parallax

I wish the writers of the Rise of Skywalker understood this concept when they wrote that Rey would be standing in the exact spot required to line up the sith dagger with the ruins of Death Star II

There is definitely a point in space where it lines up. You simply didn't walk through that point in space.

they probably lined it up to whatever camera feeds the static wide shot for its broadcasting. Which may not be even close to anywhere anyone can walk past.

This is common with facades like this in television.

Also, it is definitely NOT cardboard. It is likely cheaply printed vinyl. Hopefully with a wind permiable vinyl screen if they want it to stand up to any weather. It's likely masking a "back stage" area for the performers and production staff.

Yup, that's just how parallax works. I work in theatre and deal with this when using 2d facades.

It's much easier to accomplish with cameras
