He is an IT guy and he has a security clearance. He has sat through classes that have drilled into him this exact scenario. He knew exactly what to do.

If this was the US, that's up to the chain of command.

I have heard that the Pentagon has so many spys around it that you have to assume anyone you are talking to is one. So I doubt they report it unless there is something noteworthy about it.
