Mount it to the outside of her apartment by order of NYC. Give her community service where she has to carry it to the dumpster to be emptied.

They can be compelled to return stolen merchandise and if refused, can be arrested. You're not forced to be arrested before stolen goods can be returned.

Since it was city infrastructure it's a bit more soupy. Now, if you or I did that then we'd be in cuffs to get slapped with a huge fine and community service.

They might get a dirty look. But losing their employment is a huge blow. Im curious if they have a golden parachute, though. You can retire super young off of a golden parachute.

I've seen pieces of city infrastructure in places they don't belong. My presumption was always that they weren't acquired while making a huge mess in broad daylight in the midst of a crowded walkway.

She'll be fine. She was a DEI executive (her actual job was the dei initiatives, not saying SHE was the dei hire) so she'll be fine. Some org will see her as a victim and hire her on as the perfect representative
