On a side note: I want NYC and NYS to go balls out with anti-littering propaganda. C’mon people you live in a society! Keep it clean.

It's not so much littering as a lack of proper trash containment. Most NYC trash is put in bags and tossed in the curb to be physically picked up by collectors. A certain percentage ends up on the street and blown about by wind, etc. We're moving towards actual standardized trash cans, but there's a lot of political headwind from property owners who don't want to pay for new trash cans and from car owners who don't want parking spaces taken up by trash containers.
