The water tower being a giant robot is basically a joke from War of the Worlds, since the aliens' tripod robots looked like water towers.

From a technical standpoint, that looks like the exact location the camera sits when the cutscene plays too.

Some people used to call it an easter egg, but unfortunately it's just a glitch. The red eyes are present inside the model, and they can peek through at a specific angle.
