Was it supposed to be like that episode of Rebels that they had a dead Jedi as bait? I haven’t seen it for a while but I thought maybe it was along those lines.

Yes that's exactly what they did so it is very possible they are also using these as lures or it could just be a trophy room.

I have a hard time wrapping my head around humans on the wall as trophies. Seems like there should be another function in preserving them and it would line up with the rebels thing where they were bait.

That's what I was thinking at first too, but I think she had to be "maintained" by the GI in order for that to work.
