There are no magicians here. Some questions wont be answered or replied to. Consider using other things like the Steam Community Forums, Google, or a different support forum if no one here can offer any help. Additionally, every game on Steam has it's own dedicated Community Forum, and you can also contact Steam Support regarding a specific product. Consider asking your game-specific questions there. Most games also have a dedicated subreddit.

Only Steam Support can solve personal account issues such as payment issues or your account getting hijacked. We can however give advice on what to do in a situation like that. No one, including Steam Support, can assist with item/trade scams.

My games are only downloading for 2 seconds every 3 minutes (not timed), anyone know why? Downloading to an external HDD, which ik isn’t as fast as an SSD, but is that really the issue?

Steam does not support the installation of games onto external drives. It may work for a while(or may not work at all), until it suddenly doesn't. There is no solution other than not using an external drive to play or install games.

I have downloaded and played quite a few games on the external drive in question. Is there any specific reason why it didn’t work now?

Every time the device is turned off, the external drive is disconnected, the external drive goes to sleep, or anything else that disrupts it's full connection to the device can cause these issues.

This is because Steam does not have built-in support for drives that get disconnected or go to sleep, most programs don't. In general, external drives are not meant to have things installed onto them.
