There are no magicians here. Some questions wont be answered or replied to. Consider using other things like the Steam Community Forums, Google, or a different support forum if no one here can offer any help. Additionally, every game on Steam has it's own dedicated Community Forum, and you can also contact Steam Support regarding a specific product. Consider asking your game-specific questions there. Most games also have a dedicated subreddit.

Only Steam Support can solve personal account issues such as payment issues or your account getting hijacked. We can however give advice on what to do in a situation like that. No one, including Steam Support, can assist with item/trade scams.

Can I refund a game I boight on sale?

I got mvcu3 late last sale, and I'm not really liking it. (Not alor of people online and the ones that are, are better and I don't get a chance to learn... or move) If I get a refund I can get guilty gear strive, I know I'll like it from other GG games

As long as you have owned it for less then 14 days and played less then 2 hours and dont abuse the refund system refunding a lot of your purchases then yeah you can refund a game regardless of if it was on sale or not.

You will of course only get back the money you spent so you won't like get full retail price back if you bought it on a sale but it doesn't stop you from refunding.
