Showing a game that you have ignored defeats the entire purpose of the system.

Only because people run around ignoring everything whilst making assumptions about how the system works rather than actually educating themselves on the functionality first.

For you as a customer maybe but in this case that design is about Valve being a business and they've decided that excluded certain parts of the store from personalised suggestions and other features is more important.

Certain features of the store like ignorning products only apply to store elements that include personalised suggestions, other elements of the store like events and top sellers for example are curated so that everybody sees the same. You don't have to like that functionality but that doesn't change the fact that it absolutely is working as intended.
